Dog licenses

Dog licensing has the broadest range of implementations that we found in any of these workflows. While some communities have this fairly simple process online, and our home state of PA has created a statewide digital licensing option for counties, many municipalities either don’t require a pet license, or licenses are issued at the county level. Many communities only process dog licenses in person and/or through vets, likely dramatically diminishing the rate of licensing compliance.

There are clear patterns here in which governments in the south and middle of the country are less likely to offer licenses at the municipal level. We were surprised to see how many jurisdictions only offer in-person licensing options in all regions.
